The Libyan Prime Minister Abdul Hamid Dbeibah said that his government was subject to oversight which what he called “parallel spending” was not subjected to, adding that this spending amounted to more than 40 billion dinars in 2024.
Dbeibah said during his speech within the government’s activities to mark the International Anti-Corruption Day in Tripoli on Monday, that what was allocated to one of the entities not subject to oversight exceeds the development budget in Libya for more than four years.
The event witnessed the signing protocol of the National Strategy for Performance Oversight, Combating and Preventing Corruption 2023-2025.
“I must point out an interesting phenomenon that our country has witnessed, which is parallel spending that has not been subjected to oversight. This spending amounted to more than 40 billion dinars in 2024. While our government is subject to oversight, this parallel spending was not subject to any oversight prior to, during or after implementation, and what is more dangerous than that is that the money is withdrawn in cash and spent on the parallel market without any legal procedures.” Dbeibah said.
He added that despite “all the confusion, we worked to strengthen the principle of accountability,” saying that “every dirham spent by the Government of National Unity falls under the full supervision of the competent oversight and accounting agencies, and this is an acknowledgment.”
He said he had pledged before the heads of the various oversight agencies that they would not show mercy toward any government official proven to be involved in corruption and there would be no cover or protection for any official who misused their authority or tampered with the capabilities of the Libyan people.”
