For the first time, a proposal for holding joint HoR and HCS session

24 members of the High Council of State (HCS) have submitted a proposal to the UN envoy Abdoulaye Bathily urging to organize a joint session with the House of Representatives (HoR) in Ghadames – in northwestern Libya.

Meanwhile, exclusive sources confirmed to Libya Alahrar TV channel on Friday that the Speaker of HoR and the Head of the HCS, Khalid Al-Mishri, had agreed to hold a meeting next Sunday in Zintan.

The 24 members said the session would be run under a joint presidency of the two councils, provided that its outcomes are supported by the United Nations mission, saying that the goal is to come up with a constitutional basis and consensual electoral laws for holding elections.

They added that the comparison between proposals and constitutional texts should be done by secret vote with a majority of 55% for the HCS and 60% for the HoR, saying that the results should be binding.

The submitted proposal stipulates that the two chambers go into parliamentary recess automatically as soon as the constitutional basis and laws are agreed on until the election of a new HoR.

According to the proposal, elections will be held within the constitutionally and legally stipulated timeframe, with effective international oversight and the protection of security directorates in all regions of the country.

The proposal stressed the need to provide material and logistical support to the High National Elections Commission in coordination with the Ministry of Interior in matters of the electoral process.
