Haftar, Menfi and Saleh: Libyan ownership is a must for any political track

The Head of the Presidential Council (PC), Mohammed Menfi, held a meeting in Benghazi, east Libya, with Khalifa Haftar, and the Speaker of the House of Representatives (HoR), Aqila Saleh, a statement by the PC’s media office has reported.

This was the second time the three men met after meeting on 15 January, 2023 in Cairo, Egypt, where they had discussed reaching consensus on electoral laws that could lead to holding parliamentary and presidential elections.

Menfi, Haftar and Saleh reiterated, in a statement following the end of the meeting on Saturday, the “need for Libyan ownership” for any political process and national dialogue, saying it was necessary that the participation in any processes would be via the “Libyan national framework.”

The statement said the HoR would be tasked to endorse the electoral laws referred by the 6+6 joint committee in order to start implementing them ahead of holding elections.

The three men remarked that they appreciated the role played by the UN envoy to Libya, Abdoulaye Bathily, in supporting consensus, calling for avoiding unilateral steps in the Libyan file. They also stressed the importance of holding meetings by the HCS and the HoR’s presidencies to reach broader agreements for the benefit of Libya.
