HoR Speaker tells UN Secretary General: Unified government is needed before elections

The Speaker of the House of Representatives (HoR), Aqila Saleh, has called on the Secretary General of the United Nations (UN), Antonio Guterres, to support the HoR efforts that aim to form a unified government in Libya that is tasked with leading the country to holding parliamentary and presidential elections.

Saleh added in a letter addressed to Guterres that the HoR had fulfilled its tasks by enacting the 6+6 Joint Committee’s election laws as per the 13th amendment to the constitutional declaration.

“Article 86 of the election law for the head of state and Article 90 of the Ummah Council’s election stipulate the need to form a new unified government to hold fair elections in Libya.” Saleh added.

Articles 86 and 90 state that the Prime Minister and cabinet ministers cannot run for elections; be them presidential or parliamentary.

The HoR approved the two articles and the entire election law draft by the 6+6 Joint Committee on Monday, about two months after it had given remarks to the Committee for making amendments to the draft.
