The UN Support Mission in Libya (UNSMIL) revealed that its new political initiative, which aims to reach elections, consists of six main elements that work in parallel to address immediate and long-term issues.
UNSMIL explained in a meeting with Libyan youth on Facebook on Sunday evening that these elements include: forming an advisory committee, unifying the government, launching a comprehensive dialogue, economic reforms, unifying security institutions, and national reconciliation.
It added that the advisory committee will include no more than 30 members, with women’s participation at no less than 30%, as its mission will be limited to dealing with the points of contention in the 6+6 laws and developing a roadmap for the elections, within a specific and short time frame, and it will consist of competent and experienced figures.
UNSMIL stressed that the advisory committee – none of whose members have been chosen yet – is not an alternative to the House of Representatives and the State Council.
It stressed that the current electoral laws are not politically enforceable, so the flaws in them must be addressed and a clear roadmap for the elections must be developed.
Regarding the formation of the government, UNSMIL explained that it is up to the Advisory Committee to develop proposals on whether to form a new government or unify the two existing governments, in addition to determining the fate of the Presidential Council. It indicated that in conjunction with the work of the Advisory Committee, a comprehensive dialogue will be launched in which all components of the people are represented to discuss the drivers of the long-term conflict, institutional issues of the state, and issues of a constitutional nature such as the form of the state, the system of government, and fair distribution of wealth.
