Libya’s HoR introduces “sponsor” system to incoming foreign workers

The Libyan House of Representatives (HoR) has issued a decision regulating the foreign workforce in the country, announcing that any foreign worker should arrive in Libya through the “Kafeel” (sponsor) system: a Libyan businessperson or business entity that is responsible for the work permit and residence paperwork of the foreign worker.

The decision says that any foreign national who is working illegally or residing for the purpose of settlement in Libya without a sponsor for their paperwork from inside the country will be liable as well as the ordinary national who has recruited them – for a prison term up to 5 years and a fine up to 10,000 dinars.

The HoR said no ordinary Libyans – those who were not registered as business owners at the Ministry of Labor – could hire foreign nationals inside Libya without a prior permit from the Ministry of Labor. It added that any foreigners who committed legal or moral violations in Libya would be deported through court orders.
