Three proposed solutions to resolve dispute over presidency of HCS

The Communication Committee for the latest elections of the High Council of State (HCS) said that it had reached three proposals to be submitted to both the incumbent Mohammed Takala and his rival for presidency Khalid Al-Mishri.

The Communication Committee added in a statement that the proposals were: holding a third round between the candidates for the presidency of the council, resorting to the judiciary to decide on the disputed ballot paper, or completing the elections for the positions of first and second deputies, and rapporteur.

Regarding Mohamed Takala, the Committee said that he had voiced his approval of the third round, proposing that the dispute over the ballot paper be referred to the Supreme Court alone.

The Committee also referred to the request of Takala to chair the session to complete the election of the members of the presidency, as ” the Head of HCS”, and after the elections, the position would be considered vacant awaiting the Supreme Court’s decision on the disputed ballot paper.

The Communication Committee explained that Al-Mishri refused to hold a third round, and stipulated that holding a third round required the approval of the Legal Committee of the HCS or the approval of the Lawsuits Department at the Ministry of Justice or the approval of the Supreme Court.

It said that Al-Mishri agreed to complete the election of the presidency office: first and second deputies, and rapporteur, adding that the election session should be headed by the first deputy and that the file of the dispute over the ballot paper must be referred to the judiciary.

The Committee recommended that the election of the presidency, including the first deputy, the second deputy and the rapporteur, be completed as soon as possible, and that the first deputy, Masoud Obaid, call for a session within 72 hours of the session’s date and manage it to elect the first and second deputy and the rapporteur.

It recommended that the file of the dispute over the ballot paper be referred to the judicial authorities, saying that until this is decided, each of the candidates for the presidency of the HCS should be prevented from exercising any duties related to the management of the HCS.

The Communication Committee said that the HCS should issue a decision before proceeding with the election of the first and second deputies, and the rapporteur, obligating the candidates for the position of the council’s Head not to exercise the capacity, and preventing the elected first and second deputies, and the rapporteur from handing over to either of them before the decision of the judicial authorities to resolve the controversy regarding the disputed ballot paper.
