UN envoy Abdullah Bathilly condemns actions by Agila Saleh and HoR regarding election laws

The United Nations envoy to Libya, Abdullah Bathilly, has emphasized the importance of basing the electoral process on enforceable electoral laws. These laws, he stated, are at the heart of the UN mission’s mandate in Libya.

In a letter addressed to Agila Saleh, the Speaker of the House of Representatives (HoR), Bathilly highlighted an agreement made in Benghazi. This agreement mandates that the HoR keep the mission informed about developments in the electoral process. It also requires the HoR and Bathilly himself to participate in drafting laws that the 6+6 committee will propose once final versions are received.

Bathilly expressed surprise at learning through the press and social media that the electoral laws had been received and approved in a HoR session. He also questioned why a digital copy of these laws was sent from HoR to the Secretary-General of the United Nations. This was apparently done to inform them of adopting these laws and to request support for forming a new government.

Bathilly has urged Saleh to send an official copy of the revised electoral laws, as referred by the 6+6 committee, as soon as possible. He stressed that it is now crucial for Libyan leaders to unite and reach political settlements on electoral issues and other current matters.

The envoy reiterated his commitment to ensuring that Libyan leaders respect their obligations to provide their people with legitimate and accountable institutions. He emphasized that an applicable roadmap is needed to enhance Libya’s unity, sovereignty, and prosperity.
