Libya’s High Council of State rejects HoR’s “unilateral elections legislation”

The Libyan High Council of State (HCS) has rejected the legislation issued by the House of Representatives (HoR) for elections, saying the process was done unilaterally by the HoR and its Speaker Aqila Saleh in a stark violation of the Constitutional Declaration and the Libyan Political Agreement as well as the UN Security Council resolution in this regard.

The HCS added in a statement on Thursday that the HoR is trying to claim power, which in fact it doesn’t possess, to hinder the holding of December elections by issuing a sham elections’ legislation.

“We reiterate our commitment to the Libyan Political Agreement and rejection of unilateral actions by the HoR Speaker, whom we blame for the repercussions of such a breakaway legislation.” The statement reads.

It adds that the HCS has devised electoral laws to be on the same page with the HoR regarding this process, and we has briefed the UN Support Mission in Libya about it, calling on the Supreme Court to activate the constitutional court to stop such constitutional violations.

The HCS warned the Libyan High National Elections Commission not to adopt any unilateral laws and legislations as they violate the Constitutional Declaration and the Libyan Political Agreement, adding that the best way forward to reach stability in Libya is “national partnership”.
